On June 30, 2026, the office of Transport Minister Jean Ernest Masséna Ngallè Bibéhè was charged with a fresh ambition: to make Cameroon's official documents tamper‑proof. At the heart of the meeting, the director general of the National Printing Office, Oyono Bika Pierre, and the chief executive of Impact Palmarès R D, Léonie Kwekam, presented technological solutions to a threat that has eroded users' confidence for years.
The National Printing Office, a cornerstone of letterhead paper and transport ticket production, outlined the shortcomings of its current processes against increasingly sophisticated counterfeiting techniques. In turn, Impact Palmarès R D unveiled a system incorporating several innovations – invisible inks, engraved micro‑structures, secure QR codes – designed to make reproduction virtually impossible and to enable instant authentication by field agents.
According to the presentation, these technologies not only complicate illegal copying but also give users a simple way to verify a document’s authenticity through a dedicated mobile app. Secure marking of letterhead paper, envisaged as a first step, could become a hallmark of reliability for certificates, permits and invoices issued by public administrations.
Beyond the fight against counterfeiting, the talks covered the traceability of transport tickets. A digital tracking system, coupled with unique codes, would give the ministry the ability to monitor ticket circulation in real time, reduce losses and optimise non‑tax revenue. This dual approach – protection and traceability – aims to restore citizens’ confidence while bolstering the sector’s budgetary resources.
Minister Masséna Ngallè Bibéhè praised the interest of the proposed solutions but warned that any implementation would require thorough analysis from technical, legal, administrative and financial perspectives. “We must ensure that each innovation fits within the legislative framework and that costs remain controlled,” he emphasized, underscoring the need for stakeholder consultation before moving forward.
For Cameroonians, securing administrative documents means far more than a simple protective measure: it guarantees a more reliable public service, reduces fraud that erodes purchasing power, and creates an environment conducive to investment. An authenticated transport ticket, for example, translates into fewer random checks and smoother mobility for workers and students.
The coming months will be decisive. The Transport Ministry must complete feasibility studies, start contractual negotiations and, if appropriate, launch a pilot project in major cities. If Impact Palmarès R D’s solutions prove viable, Cameroon could become a regional model for document security, paving the way for other ministries to modernise their processes.
